i have to say the the third raikage takes this IMO, his defense is strong and has speed to back up his insane strength. neji has gentle fist but i doubt his attacks could break saindiame's dark lightning armor,maybe vacuum palm could hurt sandiame but neji's skill with it is not at hiashi's level so i doubt it. we don't know if neji can kill an opponent with one touch like hiashi but assuming he can then could pose a potential threat to the raikage, and as for defence he has rotaion which should block the raikage's attacks. I know using abc logic doesn't always work but sandiame fought on equal terms with the 2nd strongest tailed beast and fought an army for 3 days so i doubt neji could kill a nin of that caliber

3rd raikage low-mid diff.

The 3rd raikage is supposedly one of the few people who could forcibly break through Neji's Kaiten using his great speed in combination his with his most powerful version of his hell stab technique. The only attacks that would likely be useful on him would be vacuum palm, but even that is unlikely to do any damage to his body considering how strong and resilient it is. Lightning armor prevents Neji from closing his chakra points at close ranges which nullifies the gentle fist advantage.

The raikage's speed will be too much for Neji to overcome, even with his Kaiten technique and his offensive capabilities are all but useless on his with his lightning armor to protect him. It would be over fairly quickly, unless Neji kept his distance, an area he is not used to fighting with.

i was just trying to defend neji a litttle bit cause if i said "the raikage destroys neji" then that wouldn't be very fair. but in reality your right there is no way neji can hit the raikage
