Water conducts lightning and is not really a weakness. You can use it as a medium for a stronger combination attack for lighting/water combo's. Wind is the weakness to lightning as it is an insultator to it. However you are correct that fire and lightning are neutral to each other. Lightning is strong against earth and will tear it apart.

Now tell me what is the lightning element?

I do as i am told by siting on the ground, I sit on my feet and start to mediate. I let out a deep breath.
"Lighting is a form of light and pretty and most of all shocking.()"
I sigh knowing i probley got most of that wrong yet i countie.

I gather my chakra as I take deep breaths; I hold my hands out in front of me as sparks to fly when I try to gather my lighting chakra in my hands. I close my eyes to focus harder, as I do the sparks get bigger. I try to image the tree splitting in two but when I do I lose focus then having to restart. After the third attempt, I sit back down the ground growling to myself, I've made nothing but sparks.
