Don't underestimate Raikage, Tsunade or even Mei..... Even if sasuke has EMS it doesn't mean he has gained any new abilities apart from Perfect Susanoo.......... Mei almost defeated him kage summit also Onki almost killed him........

The difference btw sasuke now and then is that his eye don't have any side effect for using it too much but base on the principle of any jutsu he is not a ninja with the largest chakra reserve unlike madara that can't die
