Reminds me a little of those limiters in the brain that stops us from using 100% of our strength in order to protect us, but no the chakra gates you see in the series are of course quite different from real chakra in the world (I forgot the specifics again! Need to check on it...again..).

Kishi researches a lot and then comes up with his stories taking real life events as his inspiration and make it into something much more exagerrated and awesome. Chakra system is a common belief in many hinduism and buddhism cultures. Many chinese healers use chakra in healing techniques. I once saw in Nat Geo about a chinese healer who uses his chakra to heat up his hands to "luke warm water' levels and then use other herbs to heal.
But we cant perform ninjutsu though ... that would be just wacky bro

You know, when you say something like that you need to provide some information. There are 2 options of what you are trying to say, either you mean we can use the Primary Lotus, or you mean we can use a 100% of our body strength which sounds uncomprehensible.
