Don't count my avatar but I think the leaf. the leaf was feared for years for a reason. mainly for its kages. they all had unbelievable power. the first had mokuton, the second has space/time and forbidden justu, the 3rd had a hella lot of strong justu, he was feared in his prime and in his old age, the fourth had s/t , rasengan, and when he was in battle people were told to run at the sight of him. not much to say about tsuande. lol.
