The Juubi is nature personified...nothing more. The Sage was able to harness the power of nature and give it to man. Remember when the Juubi was summoned, "It's evil intentions were gone.."

The juubi aren't the the weak ones. It is madara and obito. They keep holding it back as to not hurt themselves or in madara's case to fool around. If the juubi was on it's own it would have blown them to hell already instead of toy with them before they got to strong. Wait for it's next transformation.

It's missing the 9 & 8 tails, the 2 strongest tailed beasts. Their chakra combined is probably equavilent to the 7, 6, 5, and 4 tails chakra combined. That's why it's so weak.

I dont think this has much to do with it. Remember, it's chakra is unmeasureable anyway. It just needs a piece of each to be revived, once its able to absorb nature I don't think it will have any shortage of chakra. As Obito and the Kyuubi mentioned, there is obviously some difference in its power without the 8 n 9 tails, but I don't think its the amount of chakra it has.
