I don't think a piece of paper can hold the Juubi. Also, it seems like the Nara, Akimichi, Yamanaka, and The 3 Noble Clans of Konoha (Hyuga, Aburame, Inuzuka) are part of the plan, which is why people like Tenten, Kakashi, Gai, or Sakura didn't get any cloaks.

everyone of the k11 eleven made prediction in 59(4 i think) and so far neji sicelence and hinata's prediction to be holding naruto's hand became true (or foreshadowed death) so why wouldn't tenten's. She said something like
I hope guy and kakashi will protect naruto and bee
which the didn't
