Ya, that's what I think too; although the other Jinchuriki have their Bijuu as an awakening..probably b/c they need it lol.

actually it can be an awakening as well as an ultimate jutsu as all the other jinchuurikis have the same thing also why would they only have it as a ultimate unless you have a link that states its just ultimate
