I don't understand what relevance Sasuke has in the top panel that he's in. Can someone explain? Or is that not Sasuke?

Honestly, I think it shows that Ino is meant to be with Sakura 
and she needs to overcome her love of Sasuke, which is apparently inevitable for both Sakura and Ino.
Maybe it is similar to the way Sasuke and Naruto are separated. The bond theme throughout the manga is strong, and I picked up that her thinking about Sasuke not only confirms that she still loves him, but that Sakura and Ino were meant to be friends.
