no, ino is slow, her jutsu is fast and it got a speed boost from naruto chakra, fact is it takes prep which by herself would get blitzed by anyone with above average speed by naruto standards

She has improved. Before, it was dodgeable by sakura, but apparently, its so fast that nobody, even Obito, didnt realize it until it was too late. But it isnt that powerful, its good for last minute disturbances, annoying, but very helpful in a team fight
