Why couldn't Obito bring Rin back to life?

It's not a plot hole...the jutsu is not "a life for a life" jutsu. And more importantly, the shinobi Nagato revived had been dead for minutes, not years. Much easier to revive them.

Aslo, Rin isn't his goal. She was the catalyst, but his goal is the Moon's Eye plan. He wouldn't die to revive her because he wants to complete the plan, not sacrifice his life for hers.
