How Would You Run Your Village?

Pick your village, Konohagakure, Kirigakure, Sunagakure, Iwagakure, Kumogakure, Kusagakure, Amegakure, etc.
How would you run your respective village? Would you pursue something similar to the Will of Fire? Or would you lead your village with an iron fist like Yagura/Obito?

I would be a Mizukage and lead for my own benefits. I would keep the village on a tight leash and feed them propaganda, kinda like Pain but without the god stuff. Simply "Dear Leader"-style propaganda.
I'd crack down on Kekkei Genkai users, saying they're a danger to society but really take them for experimentation to see if I could gain access to their abilities.
I'd also keep a tight leash on the Jinchuriki and experiment on them as well, attempting to gain the Three and Six Tails' abilities.
I'd have an isolationist policy, keeping peace and not getting involved with other villages and their conflicts, but only so my experiments and personal agendas wouldn't be interrupted by war. But I would of course have many spies in the other villages so they could never get an advantage of surprise over Kirigakure.
Basically I'd be this guy, more or less

This hurizen too soft the leaf personally it's ok but I honestly dnt like leaf village
Gaara's fine but his village is type weak with exception (living now) himself kankuro temari Baki
Mei village is also weak ..... Plus her actual strength is mid-high joinin at best she just has flashy techs tht r easily avoidable

I'd want to rule rock village (onooki village) and have lighting and explosion release and hopefully in time learn dust release (tho I would have to master wind and fire :/)

Also I would pull a Danzo and take selected members of Anbu class and have them as my own body guards

I, as the Hokage, use Hashirama's DNA the right way (like in Obito; not like Madara because that's too overpowered).
After having Hashirama's DNA to increase my chakra reserves, I snatch any pair of sharingan.
I personally go and capture the jinchuuriki of the Seven-Tails and seal it into myself, so I can fly, and for even more chakra reserves (did I mention I was already an Uzumaki?).

I don't need the rinnegan, or MS. Hashirama's DNA (Senju, Mokuton) + Uzumaki + Jinchuuriki + Sharingan is more than enough.

So basically I would run my village through... dictatorship (like Iwagakure where my word goes).

Best way is like a business. Missions are accomplished in order of financial gain and minimal risk.
Defenses would be increased and I would take a very aggressive stance in terms of foreign relations. I would also work towards forming a long standing alliance with Kumogakure as they are probably the second strongest village and with the existing alliance with Suna, Iwa would be cut off and surrounded by my allies and myself.
Id also change the instruction methods. Genin wouldn't be put into four man teams with one jounin. Several jounin would be designated as instructors and share general responsibility for the safety and training of the class. Missions are awarded in return for hard work and training in off time. Motivate them to train hard and improve producing a higher overall level of genin. Every year when the chunin exams come only the top ten percent of genin are sent forward for promotion. This would almost guarantee a higher promotion percentage and act as a show of strength for the other villages. As chunin they will be put into four man teams comprised of two chunin along with alternating specialist jounin and a permanent full fledged jounin as a team leader. This will give them a constant instructor in general techniques and improve them as individuals as well as expose them to the various specialized jobs from around the village. The special jounin will be used to help me assess a chunins talent in their individual area. Once they meet the standard and are approved by the other special jounin in that area of expertise, as well as receive a recommendation from their team leader jounin they will be promoted to special jounin. From there that specialist jounin will move throughout the village performing their duties and assisting in the instruction of the chunin. Then after receiving the recommendation of five jounin they will be allowed to take a test administered by me. Newly promoted jounin will be put in charge of training the genin. Team leader positions would be reserved for the senior jounin.
