Actually, Chiyo was planning to revive Gaara even before Naruto's words, she mentioned during her battle with Sasori that before she dies, there's something she must do.

LOL I think a better phrasing would be he made better progress or developement.

As history wise he became Kazekage, lead on the battlefield for the ASF, used his speech to rally them, and defeated the 2nd Mizukage and 4th Kazekage!
