I know that Madara said he's handing chakra to everyone, but I can't feel to doubt that he was only handing it to those who are useful (to the plan/overall) Like the nara clan. I asked this because if found it strange that someone as useful as kiba didn't receive any:

That was part if shikakus plan , naruto is only acting according to plan ...when the inoshikacho do their part & the nara klan aswell , he will give that power to the others ninjas that are part of the plan like , team guy , the wind thec ninjas , sakura , darui etc ......

Shikamaru telling Naruto "it's about time" shows they had something already planned. Neji's death halted everything because of Naruto's reaction and Hinata had to get him back on track.

I think everyone will get chakra, we just haven't got there. Naruto started ranting again so that slowed him down in giving out chakra, although he has clones, I think he is going to try a surprise Bijuu Rasenshuriken I guess one could call it.:shrug:
