He probably have some of his chakra in them, just like Nagato did. So it would appear that they get pieces from his as well. Or he somehow mixed with their DNA.

The eyes of the 6PoP wielder are also distributed to the 6PoP. The same was done with Nagato to his Pains.

The Doryoku of the user of the Rikudo technique are manifested into the eyes of said realm/path. Simply put—it's just a mechanic of the Jutsu itself.

And it's just like Nagato. They were controlled in some similar ways by Obito and because of that tech they all got his eyes.

When I first posted, I didn't remember any part about a Jinchuuriki with both eyes. So I asked if it was Obito (as he is has both)After posting this. I just remembered.

juubi has those eye before the uchiha clan was even created
