Only Susano'o can use Yata and Totsuka?

Totsuka and Yata are legendary weapons the same as Kusanagi..
Orochimaru can use Kusanagi by his own but Itachi musts active Susano'o to use Yata or Totsuka..

Itachi can't use these weapons without MS?

So it means that only Uchiha who has Susano'o can use these weapons?

They require alot of chakra to use, and the only time Itachi calls forth large quantities of chakra is when Susano'o is in play. So it makes sense for Itachi to power the weapons with his materialized chakra in the form of Susano'o.
