I'd start out like Light did, killing those individuals that deserve it. But the sad fact is 90% of the world deserve to die for one reason or another so I'd cull the population to only have those with great intellect and progressive leanings. Then I'd hide the book while humanity repopulates and leave clues for one who is worthy to use it as to where it resides in case the idiot gene comes back to plague humanity.
