when using the shouten jutsu, the users have to be controlling the replicas.. just as itachi and kisame did.. so they can't be controlling their replicas while in the kage meeting..

He left because he got caught of controlling mifune and manipulating him into making him the leader of the alliance, and he just wanted to escape, since he didnt want to deal with the consequences, he didnt know that sasuke was after him, he just wanted to use sasuke as a opportunity to escape since everyone in the meeting room would be distracted.
So he didnt know that sasuke was after him, he just had to escape since he got caught of using genjutsu on the one who was controlling the meeting.
