It just blows my mind that the plot has not considered including the Kages at this war already.

I mean nobody seemed to have noticed that the entire Shinobi Alliance has gathered together and the Kages, who are supposed to be their leaders are not in the frontlines, not even Kakashi....

Also, with Naruto's battle cry of "I will never leave my friends behind..." or similar thereof, it is not showing his concern for Gaara's and Grandma Tsunade's absence"

Yep, I agree... or could be close to an hour... with all those goodbye speeches and mourning over Neji and refueling chakras.... but still wouldn't either Naruto or Kakashi or Bee notice that they were not showing in the front?? or wouldn't Naruto's BM notice the absence of their chakras around??

Theres two answer for ur concern

1) The Kages are all in a very far far away distance assuming everyone of them are currently dying
2) This is Alliance Shinobi where everyone taking part in it, its not about the kages, its not about the feudal lord, its about NINJA world.
