Interesting match up, let's compare their strength.
Speed vs Speed.
Jellal using 'Meteor' does indeed move very fast, so fast that it is nearly impossible to catch him.

However, Laxus 'Lightning Body' technique allows Laxus to let physical and Magical attacks pass harmlessly through his body when he's transformed, and when moving it seems as he was teleporting.

So, while jellal is super fast, he is still able to hit touched/hit by magic if catched up.
But laxus however, can't be touched and those who try to would get shocked, not to mention is even faster speed.
Laxus wins the speed match.
Now,
Long ranged magic spells vs Long ranged magic spells
Jellal holds 'Grand Chariot' , it allows him to form 7 seals upon the sky, wich rain down several if not, countless light blasts at the opponents within range, as seen in the gif, they only cover a certain area, it is unkown if it can cover move than this.

Laxus, has 'Thunder Palace', Laxus creates multiple Lacrima in the air. When released, everything below and above their circle is struck by powerful lightning bolts. This spell is shown powerful enough to destroy the entire Magnolia Town.

Laxus wins the Long ranged fight.
Overpowered vs Overpowered
Jellal has 'Sema', though he was interrupted and couldn't pull it off, it's strength assures us that it is devastating.

Laxus has 'Fairy Law' A legendary spell and one of Fairy Tail's three great Magics, Fairy Law uses extremely destructive light to attack everyone the caster considers an enemy in a wide area.
We already saw Cana use 1 of the 3 legendary spells, and it was so strong it overpowered Jura's strength when he went 'all out' , so it's safe to assume, Fairy Law carries the same strength if not, greater strength.

It's a tie in OP vs OP, since neither has been able to complete their most devastating magic spells known so far.
There are many spells that would gain jellal the upper hand, however with Laxus's overwelming abilities and capabilities, in the end Laxus would end up the winner. Imo, of course.

I think Laxus takes this high diff, and in Dragon Force he would be able to overpower Jellal or use Thunder Palace to finish Jellal.

Jellal tanked the Etherion which is the ultimate magic and was still alive after being beaten by DF Natsu and the wound being opened by Erza. This shows that he has got more durability than any FT character.
As for endurance, he curb-stomped both Natsu and Erza even after being stabbed in the gut. Even when DF Natsu punched him repeatedly in that wound, he still was able to cast Abyss Break and it was only due to PIS, that the spell wasn't completed. He used Self destruction spell capable of destroying a town like Nirvana on himself and hence got drained by Midnight and still had enough power left to send Natsu to DF mode.If this isn't endurance, I don't know what it is.
His Abyss Break alone could take a whole tower and could be casted instantaneously. Their speeds are almost equal. But Jellal could also attack using Meteor, Laxus could not do that with his lightning body. Meteor was faster than the semi-lightning body as Jura had difficulty in catching it. Laxus might have an advantage in CQC as he is mostly represented as a brawler. But that won't be needed as Sema would be enough to deal the fatal blow.
Mashima recently revealed in his twitter that Sema is the same Meteor rain spell used by Shakuma Raregroove in his previous work Rave.It was one of the strongest spells in Rave which is a City+ attacker and only those with mountain level durability could tank it according to OBD calculations and it cold not be dodged.
Here is what sema could do
With this, he is pretty much capable of on-shotting anyone and would become too much OP.
FL won't work against Jellal as according to Mavis he has the same heart as them and could only obliterate evil and malicious.
