It doesn't need to be clouds in the sky to use kirin.
If there is clouds in the sky he doesn't have to use chakra he uses nature.
When there aren't clouds in the sky he uses his own chakra

Sasuke got kirin, naruto i think its the kyuubi mode although some people think its a secret justu we havent seen.
