Minato was a fairly tall, fair-skinned man who on more than one occasion has been compared with Naruto in terms of physical appearance; both have bright blue-eyes and spiky blond hair. Unlike Naruto, Minato had jaw-length bangs framing either side of his face. According to Jiraiya, Minato was considered to be very handsome, as many women were infatuated with him. His normal attire consisted of a standard Konoha-nin uniform with two bands each on both of his sleeves, a flak jacket and a forehead protector; after becoming Hokage, he started wearing a short-sleeved long white coat over his normal attire, decorated by flames-like motifs on the edges, with the kanji for "Fourth Hokage" (四代目火影, Yondaime Hokage) written vertically down the back, and closed on the front by a thin orange rope. In his youth, he wore a tracksuit with three stripes on the sleeves, mesh undershirt, dark trousers and dark calf-length sandals. During certain missions, he is usually seen without his coat, but with an ANBU uniform and mask in order to facilitate his movements, accompanied with a sword strapped on his back, facing his right shoulder. He also wears in all occasions ANBU Gloves with metallic straps on the backhands, like Kakashi's. He also has wires wrapped around his legs and arms, facilitating his access to them.

Jiraiya and Tsunade pointed out that, while Naruto physically bears great resemblance to Minato, his personality is almost identical to his mother. While Naruto is boisterous and relatively thick, Minato was calm, collected, and highly perceptive. He also seemed well aware of the terror his reputation inspired in his foes. He appeared to be respectful of those around him; he didn't like freely speaking about others' pasts, and was said to be a very nice person. He deeply cared for his family.
Jiraiya said that Minato was a shrewd person, and was not a man who would do something without reason. He was very knowledgeable of the ninja world, concluding that only Madara Uchiha would have the power or the reason to have the Nine-Tails attack Konoha during their fight. Minato was known for his unbeatable determination and unbelievable drive, which he passed on to his son. In his youth, Minato also had a desire to be acknowledged by everyone in the village and to become a great Hokage, again, a trait passed onto his son. His devotion to the village and his love for his friends inspired all those around him, and, as a result, he became well-liked by the villagers.

➤ Minato's techniques
«Early Life»
When Minato was in the Academy, his class-mate and future wife Kushina Uzumaki thought he looked "flaky" and even "girly". He dreamed of being acknowledged by the Konoha villagers by becoming Hokage, which Kushina considered to be an impossible dream for someone like him. Years later however, when Kushina was kidnapped by Kumogakure ninja, Minato was the only one to pick up on the fact that she was leaving behind strands of her red hair to mark their path. After rescuing her, Minato explained that he had always admired her hair. No longer seeing him as "flaky", she fell in love with him.
According to those who knew him, Minato was a very talented ninja prodigy - a rare genius that appeared only once a generation. He graduated from the Academy at the age of ten, and was added to a genin team under the tutelage of Jiraiya. Jiraiya took a special interest in Minato, and accepted him as an apprentice, amongst other things teaching him the Summoning Technique. Jiraiya even believed Minato might be the Child of the Prophecy, someone who would someday save the world.
«Konoha's Yellow Flash»
In time, Minato was put in charge of a genin team of his own, consisting of Rin, Obito Uchiha, and Kakashi Hatake. During the Third Shinobi World War, Minato led his team on a mission into Kusagakure to destroy the Kannabi Bridge. Because Kakashi had recently become a jōnin, Minato gave leadership of the mission to Kakashi while he went to help Konoha's forces on the front lines. After meeting up with the surviving and out-numbered Konoha ninja, Minato used his Flying Thunder God Technique to destroy the opposing Iwagakure ninja. He then returned to his team, just in time to save Kakashi and Rin from another group of Iwa forces; he was too late to save Obito. When Kakashi and Rin recovered from the ordeal, Minato helped them complete the mission.
At some point, he clashed with A multiple times. At their first meeting he recognised A's brother Killer B as the jinchūriki of the Eight-Tails. Upon receiving the signal that Konoha was retreating, he declared that they would later face each other to put the title of Kage on the line and also offered A the advise of making sure his brother knew who he was before becoming neither human nor jinchūriki.
«Fourth Hokage»
When the war ended, Minato, not yet thirty years of age, was chosen to become the Fourth Hokage. At some point during his reign he read Jiraiya's first book. He liked the main character's determination, believing he was just like Jiraiya. Since Kushina was pregnant with their son, Minato informed Jiraiya that they planned to name their son "Naruto" in the hopes that he would be just like the main character.
Because Kushina was the jinchūriki of the Nine-Tailed Demon Fox, special arrangements had to be made for Naruto's birth. Since the seal keeping the Nine-Tails within her would weaken during childbirth, Naruto would secretly be delivered. ANBU would guard the area and Minato would maintain the seal while Kushina went into labour. Soon after Naruto was born they were found by Tobi. Tobi killed all of the ANBU and took Naruto hostage. Minato was able to take Naruto back, but this gave Tobi the chance to escape with Kushina. Minato found a safe place to put Naruto and then teleported to Kushina. He arrived in time to stop the Nine-Tails, having been removed from her body, from killing her, and teleported back to Naruto. Minato reunited mother and son and then went to help defend Konoha.
Minato arrived in the early stages of the Nine-Tails' attack. After protecting the village from its Tailed Beast Ball, Minato tried to reach the Third Hokage to inform him of what had happened. He was stopped by Tobi, who tried to send him away. Minato escaped but was followed by Tobi. When the two began fighting, Minato struggled to hit Tobi, he being intangible whenever he was not attacking. By carefully timing his Flying Thunder God Technique, Minato was able to strike him and apply a seal for the Flying Thunder God Technique to him, allowing him to teleport to Tobi whenever he wanted.
Doing this kind of writing is a hassle, but Kushina obligated suggested me to do this activity, as it would release my stress. Well, nothing to lose let's start.

«Meeting the Pervy Sage»
Konoha Town was calm and quiet. Children playing catch while the adults worked on their respective professions. I was nonchalantly looking around when I accidentally bumped with a strange jounin in the side by Konoha's spa. The white haired pervert was looking through a peep hole to look at the girls in the other side. Though outside of the customs in Konoha, I knew his doings were considered unhonorable within the villagers, exposing him would be the right thing. The man though, noticed my intentions and summoned a toad, which by using his tongue, threw me to the forest like a rag doll.
Lucky for me, I was able to land on a tree, ending up with only minor scratches. This time I would try to go on it in a much more stealthier way by using my quick speed. Without notice, I hit him in the base of the head with my fist as I shouted "Stalker!". This sudden alarm alerted the girls in the other side, which without a moment of hesitation, decided to flee.*
The man quickly grabbed me from the torso and used what it is known as shinsuin no jutsu to escape from the scene before the authorities were able to get a hold of him. At first thought he would have tried to actually hurt me, but his actions afterward surprised me. We landed in front of Ichiraku Ramen, and the man invited me in, I was just completely astounded, though I accepted his offer. We talked for hours, and in the end I was able to find out how kind of a man he was, though with pretty disturbing habits. He said he expected a lot from me, though I did not understood why.

Meeting Kushina
The next day was my first day in the ninja academy. I was exuberant to met interesting but strong personas and get stronger for the purpose of being recognized. The classroom was exceptionally simple, but it had that sense of peace and comfort like any other home. I was assigned to take a seat, I choose to sit in the fourth row.... what an interesting coincidence, right?
Well, the beginning of the class was basically simple, it explained us the basic components of chakra, elemental affinities, loyalty and what others. Many just didn't care. We finally got involved into physical training, in which I was exceeded with my gifted physical ability. I could say that the academy was an easy step in my life.
A month passed since the first day in school. Our senpai informed my class that a new student would be enrolling soon, thus requesting us to be kind to her. The girl came inside the room and I was able to instantly notice her beautiful red hair reaching the end of her back. Her beauty was incalculable; I was actually afraid of talking to her and making a joke out of myself. "This is Uzumaki Kushina, she will be your new classmate". For my surprise, and I believe everyone else's, she shouted "I will be the first female hokage!". I still remember her exact words since that day, I actually smirk a little in those moments of nostalgia. Though I found her action impressive, my other schoolmates didn't like the words spoken by the newcomer.
decided to observe the girl for a little longer. She definitively had an iron determination and the will to fight, even against the amount of adversity from my schoolmates. The same day, the teacher asked the class what our goals were in the future. Me, having already my set goal in mind, responded:
"I want everyone in the village to acknowledge me and become a great Hokage!"
Though some already knew about my prowess in the class, some were diffident about my goal. Kushina, the girl I had been observing, look at me with utter confusion and shallowness. I believe she firstly saw me incompetent for the job, which at the current moment I believe I was.

«Graduation! Introducing Team Jiraiya»
Graduation came sooner than expected. After receiving our official bandages that would make us Gennin in the Shinobi ranking system we would met with our team captain and other two comrades. I was excited to met my captain, he or she would surely be a great ninja. I also was hopeful that I would be in the same team as Kushina, though I didn't had so much luck in that area.
Me and my comrades were waiting for our leader in the meeting place. I got a chance to meet my other two partners. I never really got the chance to create a strong bond with them.
Well, for my surprise, my captain is no one else than the pervert who I met before. During our introduction, he talked to us about the importance of teamwork and honesty. When he asked us what our goal was, the Senju responded he wanted to become the best ninja he could be to protect his village; the Uchiha wanted to become an elite; I responded I wanted to become Hokage, which my other two members found quite delirious in my part.
After a couple of successful missions, my team captain and sensei found my abilities interesting. He always wondered why I used such kunai in battle. Within a month, I became his favorite student; he shared his different battle experiences with me, though he always swayed away from his lectures to perv in some girls that passed by.
After a couple months I didn't only became a Chunnin, but also became a Jounin. Even though I got a higher rank that my teammates, I stayed in my own team under the command of Jiraiya, mostly because I was still too young to command my own team. As a Jounin though, I was allowed to go to solitary missions, which I never failed to accomplish.
After becoming a Jounin, Jiraiya, allowed me to sign the Toad Contract. It wasn't long until I was able to form a strong bond with the toads, specially with Gamabunta, who always acted like a ganster. After a complete week of constant training, I was able to master all of the toad techniques that Jiraiya was able to offer me.

«Protecting Kushina»
In between missions, I always went to see Kushina, though I never made any type of interaction with her. I always had admired her strong will and dedication. She was still a Genin, as she was unable to pass the Chunin exams. She was clumsy with ninjutsu, specially those which required handseals. Still she had a strong will to protect her own feelings. I always thought she looked her nose down to me, until a certain incident.
After I finished one of my missions, I went directly to see Kushina. In my way there, I was informed Kushina had been kidnapped by some ninjas of Kumogakure. Without hesitation, me and a group of selected ninjas chased after her.
Within a couple of minutes in the forest, I was able to find a trace of red hair on the ground. I knew it belonged to Kushina. After following the trace, I caught up with them. I just couldn't forgive them. In a flash, I finish every single one of them off, taking Kushina away. She asked me how I was able to find her, I responded:
"I noticed your beautiful red hair immediately."
She also asked me why I intervened in this fight when everything I had done so far was observe her. I responded by telling her she had a beautiful soul and a strong will to protect it, but that this was no common spar, but an actual war between villages.
It wasn't too long until we got into a relationship, and what was best is that I was able to attend some of her classes as a teacher. I promised her that I will always be on her side to protect her, regardless of how far she was from me.
It wasn't too long until she open up to me and told me she came to the village to become the jinchuriki of the nine tails, and that she currently had the beast inside her by a special seal. I told her that the fact that she hold a tailed beast inside her wouldn't change our relationship. After learning fuuinjutsu, me and Kushina formed a team to work in missions, this way I would help her develop the skills necessary to become a kunoichi, and be able to control the Kyubi in case of a rampage.

«Sword Arts and the development of Flying Thunder God»
Well, there is nothing important to share for an interval of six years.
Now about the development of the flying thunder god technique. The creation of this technique had two objectives: Enhance my speed and to always be able to reach Kushina, no matter what distance. To do that I studied the Second Hokage's Space/Time ninjutsu, which so far seemed far from completed. From my extended knowledge in Fuuinjutsu, I developed a seal that didn't only allow me to warp space and time to move me from point A to B in an instant, but to also work as an all-surveillance purpose to alert me of the surroundings in which the seal was in order to guaranty my safety during the transportation.
After developing the seal with the help of Kushina, the next step was a way to move the seal from one position to another. Remembering my father's kunai, I redesigned the shape in order to make it heavier than most kunais in order to prevent it from being knock out of trajectory by a normal kunai. After creating hundreds of these kunais, I scripted the kanji for the flying thunder god technique in the handle, making it easily accessible at all times.
It didn't too long for my technique to be recognized. Together with my natural speed, I was nicknamed "The Yellow Flash of Konoha".

«Team Minato and Third Shinobi World War»
It wasn't too long when I became eighteen and was in charged of my own team, which was composed of Hatake Kakashi, son of the White Fang; Uchiha Obito, member of the Uchiha clan; and Rin, a medical ninja trained under one of Lady Tsunade's apprentices.
During their training, I was able to find incredible talent and skill on Kakashi, and an average talent on Obito and Rin. Kakashi though, wasn't so talkative and preferred to stick with the shinobi rules and regulations, which I take it was caused by his father's suicide.
As predicted, it didn't took long for the three of them to actually become chunnin, though they stick with their own dressing style instead of using the traditional shinobi dressing code, though I wasn't against it as I also used my own dressing style when I was younger. From my observations, I would put Kakshi as the main attack in short range, Obito as the support in mid range, and Rin will be the medical ninja I would protect. This strategy was in order to develop their skills as teamwork. Though Kakashi and Obito didn't get along, they surely had an amazing fighting combination.
It wasn't too long when the third shinobi world war started, to be honest I was just waiting for that inevitable event. Kakashi became a Jounin a day before our mission, because of such feat, I gave him the title as captain of his team, which was composed of him, Obito and Rin. As a reward, I gave him one of my FTG Kunais, Rin gave him a medical kit, and Obito just a bunch of nothingness. Our mission was to destroy the Kannabi bridge, which I gave command to Kakashi as I hurried to the front lines, completely trusting Kakashi's leadership abilities.
After reaching the battlefield, I noticed the great amount of numerical disadvantage between Konoha and the enemy, a ratio of 1:10. I immediately ordered everyone to throw Flying Thunder God Kunais at the enemy's whereabouts. After obeying the orders, I used my space-time ninjutsu to wipe out the entire platoon within seconds, conceding the victory to Konohagakure. With no time to rest, I proceeded to reach Team Kakashi's whereabouts.
While moving toward my destination, I sensed that the kunai I gave to Kakashi has been thrown. Not thinking twice, I proceeded to teleport in scene, finishing off the enemy. It was too late for me to save Obito, who was buried under the rocks. After recovering from such event, I recognized Kakashi had under his possession Obito's left eye, I also recognized Kakashi became much more open and more lenient toward emotions. As shinobi, we continued and destroyed the Kannabi bridge, this time for Obito's sake, who sacrificed his life for his friends' sake.

«Meeting with A»
It wasn't too long when I was informed that Kumogakure was plotting to capture the nine tails from Konoha's possession, in other words, kidnapping Kushina. I again took charge to stop such movement together with a selected team, though I eliminated the treat all by myself.
While returning to Konoha, I encountered A and his team, who's intentions where secretive. After a small incentive conversation, I spread flying thunder god kunai all over the field, expecting nothing else than the raikage's son's attack. If it wasn't for my incredible fast reactions, I would have been death in the spot. Within the interval of a second, I reacted to A's attack and counterattacked instinctively, using flying thunder god technique to teleport out of harms way and switch the tables.
Before I was able to strike, a tentacle appeared from nowhere, pushing A out of my reach. I acted surprised as I placed a tag on the tentacle, which in the end I noticed it would have come from Bee, the eight tails jinchuriki, who had an incredible control over his beast.
After telling A about the importance of being a brother, I started to depart. A, who didn't understood my words, charged at me again with full speed, though I knew he would try to attack me when I teleported to one of my kunais. By using the tag I placed on Bee, I teleported toward his destination, placing the kunai just above his head ready to strike.
I noticed during that second in which I didn't strike that Bee had position the sword he held with his left hand directly on my gut. He took the momentarily moment of mercy to position himself to strike me down. With surprise I said:
"Even though we are enemies, I like your style. You move like a true killer shinobi"
After A accepted his loss, we parted away and continued with our own missions. We had multiple counters later on in our lives, though none of those actually were a treat to my life.

«Fourth Hokage!»
When I arrived to Konoha, I was nominated as the Fourth Hokage by the current Hokage, Hiruzen Sarutobi, and the elders of the village. After some votes, the unfathomable truth come to light, I indeed became the fourth hokage, as people already recognized my talent. Me and Kushina celebrated later, though our celebration carried on late at night, both of us interacting much more physically, if you know what I mean. I would later counter the fact that I would become a father.

«Naruto is born, mysterious man attacks.»
Nine months passed rather quickly. With prior knowledge we were able to know that the seal that contains a tailed beast inside a body weakens in child birth. By orders of the 3rd Hokage and the elders of the village, the birth place would be in the outskirts of Konoha under special and ultra secretive conditions.
The date of birth came soon, I took Kushina to the assigned place and started to work in the seal while she was on labor. I was incredibly worried for her life, though Biwako Sarutobi told me to calm down and work in the seal, as women are much more stronger than men and can survive these kind of situations.
Long at last Naruto, my son, was born. Biwako took the child in order to make some observations as I worked with the final preparations of the seal. Suddenly, a masked man came into scene, killing both Biwako and his assistant, taking Naruto as a hostage, telling me to hand over Kushina. He then threw Naruto in the air, and when he was about to stab him, I used my natural speed to catch Naruto moments before the man's strike. The man then activated some explosive tags he secretly put on Naruto, I was obligated to teleport away in order to secure Naruto's and Kushina's safety. I was unable to come back to Kushina as the masked man destroyed the seal I placed on the seal years ago.
After leaving Naruto in my safe house, I proceeded to save Kushina. Looking desperately for her, I was able to spot that the Kyuubi had already been liberated. I was too late, I believed. I saw Kushina lying in the ground, barely alive, struggling to stop the masked man even though she didn't had the necessary strength to do so, and the Kyuubi about to strike her down. With incredible speed I run toward her, picked her up and saved her from the Kyuubi's fatal strike. I then teleported back to my safe house, leaving Kushina with Naruto. I then prepared for battle. My mission, release Kyuubi from the man's control and seal the beast away... somehow.
I don't know if this will be the last time I write about my life, but I am grateful I had a wonderful life, great friends, and a beautiful life. If I don't come back.... I hope my son will carry my will of fire, and the unbeatable guts that Jiraiya and I have carried over the years.

Water release: From intense training and being his favorite element, Minato is able to perform water techniques with a single handseal.
Wind Release: Though he is unable to perform less handseals for wind techniques, Minato is capable of performing the handseals necessary at faster the speed thanks to his strenuous training.
Space-Time Ninjutsu: Minato has been recognized by his use of space-time ninjutsu in the battlefield. He specializes in this specific technique which gave him the title of “The Yellow Flash”, a technique that doesn’t requires any hand seals, using the method of reverse summoning technique but instead of getting something to the user, it gets user to something, the technique requires a sealing formula, which also serves a all time surveillance purpose, to whomever applied on, Minato can can put this on anyone being in short range with him.
Enhanced Agility & Reactions: Minato is recognized as having legendary reactions, being one of his most greatest assets during a fight. Minato is able to react to speeds that a normal human eye would be unable to do in normal circunstances. He is said to be able to react to A's fastest punch, and even plan a counterattack accordingly. It could be said he has the greatest reaction speed in the Narutoverse.
Weaponry: Minato carries a variety of weapons within himself. His most favorite weapon, is a custom kunai he developed in his early jounin days, which he utilize for Hiraishin having the sealing formula carved in the wooden hilt, judging from the shape of the kunai, it isn’t supposed to be deflected by other normal thrown kunais. He has three pouches on his lower back, in which he carries three different projectiles: facing Minato's back, he carries a set of traditional flying thunder god kunai on the left pouch; the second pouch, located on the middle, carries a set of non-magnetic special kunais; and third pouch he carries a set of rocks with the seal. He is seen in times carrying a katana, strapped on his back, with the handle facing his right shoulder. From experience, he carries a gas mask. He also has wires wrapped around his arms and legs, which he uses to contain his enemies.
Fuuinjutsu: Minato is known as one of the most knowledgeable people in the areas of fuuinjutsu, compared to that of Uzumakis. He carries two scrolls, strapped on his pants for easy access, to summon countless amount of katana which spread in all directions for him to use for his Infinity One Sword Style, though all katanas containing an flying thunder god seal, covered by bandages to prevent easy eye contact. Minato also has affixed a seal to each of his wrists which allows him to summon his extra IO Katana, shuriken of different sizes, including normal shuriken, giant size Fuuma shuriken and his special kunais. Or combinations of kunais with flash grenades, and smoke grenades. Minato has a seal located in the top part of his back along with another one on the lower part of his back.

Toads: Thanks to Jiraiya's a.k.a Dan's teachings, Minato grew a strong bond with the toads. He is able to perform combination techniques with the toads effortlessly and proefficiently, earn him the title of toad master, though he has not the same reputation as Jiraiya.

Thats what Howard said
"People tend to make a mess of the main template to make the bio fancy, thus putting things out of place and having no order, making it difficult for me to check the required requisites to approve them. I won't approve bios that do not follow the main template."
I am following the main template, everything is in order, from what I can tell. I am just making the main template fancy, not making it fancy instead of of following regulations.
