Why r u contradicting yourself???? Shisui didn't get anywhere close to 10 chapters...I think....but I think we have seen Sasuke's dad more than 10 different times(in flashbacks) and itachi is stronger than him.....if he hasn't than you're right

We know he was known for the body flicker and had KA.Thats all.He can't just one shot everyone.
1.If he could his eye would of eye would of never been stolen from danzo
2.It need an extensive period of time to recover.
3.He never has any screen time.He is only mentioned in passing and seen in a flash back.

This does not make him "weak" We just don't know the extent of his power
