1. kakashi is so underrated even from his fans although he is so strong and has strongest and fastest attack which no one can counter it ,4 releases,rasingan,the mist, creator of raiki,has a great defense as he can go in and out from the other dimension avoiding any attack even the dust,the meteor,giant biju doma,he is so smart , fast and he is the copy ninja
and they still put him out of top 10
2.muu is so underrated too ,i see people put him weaker than jiraya ,oro,A although he has so strong attack(the dust)he can split himself,fly.disappear
3.kisami is underrated although he is stronger than all sanin and he must be in top 17
