Still, what about characters that are fodder like The Second Mizukage, The Third Raikage, Muu, Gaara, and others?

Why didn't Kishimoto bother giving them a first, last, or a name at all?

But Minato Namikaze has a last name, and he isn't part of a clan.

Same thing with Kabuto Yakushi. He doesn't have a clan either.
