What you saw was his Rubber abilities mixed with armour haki and Gear Second where his body is in hyper drive, this caused his arm to erupt in flames for a powerful attack. The reason it worked underwater I think is partly due to the bubbles being full of oxygen plus the friction from his hardened rubber.
