tobi has almost all the tail beast's but i don't think that tobi can win. His declaring war against 5 country's so my vote goes for the ninja country's

Hidden Village of Sound

With a lot of other countries who don't have a military force as we know of.

The Sound doesn't technically exist anymore after Orochimaru's demise (though maybe Madara can form some sort of an army from the remnants?).
The Star village was just a filler arc.

The Hidden Grass Village? Would be interesting to see some more of them.

yeah... the five great countries will have to fight most of the smaller villages except for amakegure. But nobody knows that naruto formed an alliance with amekegure. If Konan leads an army towards konoha, everybody will think that they are attacking the village

Not to sure what you mean about the sound village, Orochimaru didn't control the sound village it was just where he picked up some shinobi to do his dirty work.
The rain will go back into civil war, and it wasn't said where Konan went, and what she is doing.

The tailed beasts should win along with madara.

But anythin can happen. they are much more powerfuller and imo. it would suck if they didnt win tbh.
