Who did the recruiting and who enforced the orders in the Akatsuki? Nagato or Obito?

Nagato, but Obito was the one who was telling him who to recruit.
Obito recruited Kisame, but I expect that Nagato was responsible for recruiting the other members.

Pain was essentially the face of Akatsuki. He was the one who led the organisation, and he was the one practically all members accepted as their superior. But in actuality, it was Obito who was pulling the strings - it was he who commanded Nagato to hunt the Kyuubi, even telling him that as leader, he wouldn't accept failure. So in essence, Obito was the leader, but only to Pain directly (and indirectly to the rest).

this is stupidly obvious. tobi was behind the scenes the real leader while everyone else except itachi thought pain was in charge.

Plus he pretty much recruited the best team (Itachi & Kisame)

Tobi was just some little member there. Deidara made fun of him. It's true that Nagato was the leader but I wonder if people saw the real Nagato or always just his Pain bodies that look like Yahiko.

That Tobi was giving Nagato orders was hidden to almost all of them. Zetsu, Itachi and Kisame might have known abit.
