Oro isn't top 5 just because he can summon the kages.... The reason Kabuto is ranked so high is because of his OP abilities besides Edo Tensei. And tbh with you I think that the Kages should be able to release from Oro's control since Madara knew how.

I can say Orochimaru is in top 10 but not in top 5 only using one jutsu like edo tensei will not be enough to do that.....

And for Edo Kages I am atleast hope they either break through or release the Jutsu on their own...

In top Edo Tensei users list, Kabuto is still at the top. Then Orochimaru and then Tobirama.
Even if he gets his arms back or he revived the Hokages, that doesn't counts that he is #1.
Just knowing the handseals of a jutsu is not enough instead how to deal a critical situation with effective jutsus is more important.

First of all Orochimaru has always been above kabuto except to fanboys and those who refuse to give him credit.

Orochimaru, imo, has always been top 10 if not top 5 and he is the number 1 villain in any manga. Better then Aizen, Obito, Vegeta, Buu or Madara(as the antagonist). He's always been the top sannin. He has accumulated the most jutsus, we can safely assume, probably knowing more jutsus than Hiruzen( I say this because Hiruzen was just said to know them, Orochimaru was said to be hunting jutsus and KG too add to his arsenal, so he probably knows more jutsu than Hiruzen)

Soo all in all Orochimaru over Kabuto everytime all the time and top 5

Naruto will unite the Bijuu restoring the jubii which will usher in an era of peace, thus making him better than So6P. With Naruto being number 1 his counterpart(Sasuke) logically should be #2. So let me rephrase it.

Whatever may be your reasons but Orochimaru for now can't stand in top five.
Even if he got his arms back, he got all the jutsus back. But what he lack is the stamina and chakra reserves. He can't hold himself for long enough to fight against the people which are now currently in the manga.
You witnessed the Tenchi Bridge act. He was turned weak after some ineffective blows on Naruto(4 tailed)
Whereas for now in the story there are people who have surpassed as well as more powerful than Orochimaru. They are:
(don't go with the order) Naruto, sasuke, Obito, Tsunade (surpassed), Edo Madara, Edo Hokages, Kakashi(surpassed), Gai(surpassed), Kabuto(surpassed a lot), Itachi

Ok I should have said healthy Itachi but we've never seen a healthy Itachi in this manga as far as the reader is concerned. There is no way to tell if he was sick when he invaded Konoha and found Naruto with Jiraiya, but it seems as he was given the tone of his presence throughout the manga.
