For starters that wouldn't work as even if the marines just 'fake' it, they have to make it public to the world. First saying he isn't a Shichibukai anymore, then saying he still is one would make them loose credibility.

On top of that what's Doflamingo supposed to say "yeah they kidnapped my immoral, mentally messed up mad scientist that caused a cataclysm several years ago, has been kidnapping children to experiment on and can create artificially made Devil Fruits that I sold to a Yonkou, giving him an army of over a 100 Zoan users and now I'm being blackmailed by a rookie that was a former subordinate of mine....so could you help me please?". Yup, that would work nicely >.>

Maybe, maybe not. Doflamingo has been doing lots of shady businesses while being a Shichibukai, the Marines just looked to other way (unless Joker was able to hide everything he did, though I doubt that), but just ignoring what he does and actually start helping him solving his issues are two very different matters.

Also it's Smoker's word against his and Doflamingo should be cunning enough to weasel himself out of that situation, though if he starts asking for help, well then they know there's something wrong.

all doflamingo has to do is call the marines for back up requesting the admirals for help making up some lie to get them there. he can tell the news paper to say he quit when actuality he didn't so when kaido comes from he have to deal wiwith the marines ,also giving opportunity to escape unscathed with his crew intact at some hide out given to him by marines, he can say kaido unleashing war on the marines and there allies and when he shows an attacks they believe it so the marines will go to war with kaido.
