There was a set number of sacrafices, so only those Orochimaru wanted from the shinigami's belly came out. If they had more zetsu clones they couldve extracted more peeps.
I suspect the other half of kyuubi chakra will be extracted soon, or else Minato has it and will give it to Naruto at some point, completing the kyuubi.

He didn't ever say that he was getting specific souls out there. He just said that he was breaking the seal and all the was there would be released.

It's kyuubis yin chakra which will return to kyuubi.. yin kyuubi wasn't sealed inside minato and even if it was it wouldn't be connected to his soul.. It was sealed together with minato..

minato created the technique so i'm sure he was the first to ever use it and he only taught it to hiruzen so it makes sense there is only the few souls we've seen inside

To perform edo tensei the only reason dna isnrequired is to bring the souls from the dead, but in this case the souls were already in front of oro cuz he just released them from shinigami's belly, so before they could leave, oro was probably quick enough to perform the seals and ressurect them using the zetsu bodies....

Uhm, if you read the chapter properly, you will notice that Orochimaru says that he already has the DNA with him. He even notes that he is quite a collector of rare DNA (kinda like Kabuto).

I don't think you understand Edo tensei , what the guy your argueing with is saying that you need the DNA of the people your gonna bring back and he my friend is right.... Yea the soul is there and yeah you Need a sacrifice and yes you also need that's persons DNA ( kabuto explained this quite thoroughly)

Now to that I have to say the oro already had the DNA for the 1st and 2nd and got the 4th while he was still alive before oro left the village and got some DNA from the third hokage during his fight him or prior to leaving the village as well.

Many Of you don't understand impure world resurrection. It brings souls from the pure world to the impure world. After the shinigami belly opened the souls moved on to the pure world where they were then summoned to the impure world by oro.
