Why was suigetsu so excited when he found the scrol, yet mad when sasuke brought oro

it didn't seem like he was planning to use oro to make use of the scroll, so what was he planning on doing with it?

I understand that he was afraid of going with oro.

But remember, when he found the scroll, oro was still dead in his mind. He didn't think oro would revive himself. However, as soon as he found the scroll which told him how to release the souls trapped within the death god, he was excited, saying how it could let them rule the world together. He says something like 'given enough time you could use it yourself, without oro'. How would sasuke learn edo tensi and RDS?
