What does Orochimaru having his arms back actually mean?

I've seen people say he is at full power now. What was wrong with the arms he had? Were those not full power? I don't see how his arms would change anything unless he has something embedded in those arms..

how could oro ever learn all the jutsu in the world when it is possible to invent new jutsus. That's like someone in real life saying they want to learn how to build everything ever invented, even though there are new inventions every day.
