a way i could see them introducing villains in sequels if they plan on having 2 or more villains in a movie is through short movies. like in the avengers when the couple try to rob a bank with the chitauri technology. when the dvd/bluray is released these shorts could be in it as a special feature introducing the new villain or character. a short 15 minute movie giving us his background and motive to joining the movie

i know sometimes they hint to the next villain during the credits scene but doing this could save time in the sequel by 15-20 minutes. when the movie begins we know who and why they are there
