1. Hashirama
With his powerful jutsus and his auto healing jutsu(better than tsunades), you practically have to cut off his head to defeat him in battle. His clones were only differentiated from the original by madara's sharingan( probably not all sharingans), proof is how madara used this to fool 5 kages to seal a clone.
His flower world puts you to sleep with a sniff mid range, can change the fighting arena to how he pleases with his wood. Can use his wood to absorb your chakra with a touch(his wood is a mobile samehada ) He can use genjutsu where your 5 senses are gone. Can also use wood dragon jutsu. Chakra and strength(tsunade) of a monster and also a master sealer with a huge scroll.
People didnt believe his power was possible so they called it a fairy tale. Boss Undoubted number one

2. Minato
He is the fastest blonde i mean ninja alive. Best sealer among the five kages, his whole jutsus he has shown so far is basically sealing. His abilities is one of the scariest to have, if you cant touch your opponent, you cant beat him, simple . He doesnt get moved by the number of shinobi's he is facing because of this, taking on killer bee and A at the same time without breaking a sweat is a fact of the superiority over most of the shinobi universe.
He can teleport a bijuu bomb (or most ninjutsu) and return it back to his opponent if that isnt scary, i dont know what is. :confused: He is a genuis. The fact that sarutobi was jiraya's master and jiraya said minato is a once in a lifetime genius proves how much of a genius minato is. Only ninja with a flee on sight order is a magnificent feat.

3. Hiruzen
The only professor in naruto. He single handedly mastered all jutsus in konoha during his time(not kekke genkai), his mastery of minato's reaper death seal is the fact of his easy learning and jutsu knowledge of other ninjas.
His summoning is the strongest, with feats of cutting through hashirama's wood and pushing nine tails out of konoha. He also is an intelligent ninja with his title as a professor enough of a backup. Many ninja's saw him to be the strongest ever hokage during his time. He was already stronger than the kages of other villages according to some ninjas. He may not have a lot of chakra or strength, but he is not to be underestimated.

4. Tobirama
Master of space time speed like minato said and edo tensei creator. He had a feat of touching the ground and knowing how many ninja's which is an underestimated sensor skill. He was also wise, by solving some grudges of the uchihas and having smart battle tactics.
He is the best water user in the series, even better than kisame. Forming water from the air(maybe right in front of or behind his opponent) is no small feat. He also is a chakra monster, with the strength of tsunade as a senju. He is number 4 only because we dont know the edo's he had in his arsenal.

There is a thin line between master and very skillful. But the space time is still in his arsenal so is still a boss.

And you are wrong, she is far from the weakest Hokage. Tobirama has no feats, Hiruzen has only hype. And this puts Tsunade right after Hashirama and Minato. She is the 3rd strongest Hokage.
