what is the actual reason

hey fellas, just a fast question that i'd like you guys to answer... this way i'll have all the information i need by the time i quit work...

question; What is the actual reason for Rock Lee being unable to use Ninjutsu? and could he ever be able to? with surgery or anything like that?

i don't remember this exactly the way it is, that's why i'm asking!

He just hasn't wanted to. I'm guessing he could if he wanted, but he wants to be the best at Taijutsu.

Yeah exactly this, he had no talent for it in the academy, he was unable to produce the standard Jutsu everyone else could so he focused on solely on Taijutsu.

but i remember they said he wasnt talented at it... but at some later point they said he wasnt talented because he just couldn't... something was wrong in his chakra system? (something like that, not sure... that's why im asking)

The reason is because he was never able to. He wanted and tried but never could. He was bullied because of this, and Guy gave him some wise words. Rock Lee then decided to be the best at tai-jutsu

I think the reason is that he doesn't have good control over his chakra to be able to manipulate it and make justsus(like Naruto in academy).
I don't think there is a surgery for that' it's not that he doesn't have chakra or his chakra pathways are blocked.
And there is always the plot no jutsu.
