so im seeing online that sony has an announcement on February 20. people are speculating it's going to be playstation 4, could be the reason why rockstar has delayed the release date for GTAV.

I doubt it, Sony CEO Kaz Hirai stated that Sony will wait until Microsoft announces their Next-Gen Console (which they haven't) before they announce their own.

Maybe the announcement will regard to more than one product.
