Like i always say, we can't really definite who is more intelligent than who because in intelligence there are many branches. In terms of strategical battle, Shikaku, Shikamaru and Minato are probably the best. The greatest long term planers in the manga are probably Minato, Orochimaru, Madara, Obito and Itachi. The greatest in wisdom is probably Orochimaru(the number of jutsus he knows, create or counter is incredible) and again, it depends on category, because Tsunade for example is among the best when we talk about medecine. The greatest in a insight battle are probably Kakashi, Minato and Itachi. This is how i see it
