Akatsuki was a failure.
Imagine the entire Akatsuki invading the 5 ninja villages one by one. Each village they would encounter would be utterly annihilated. Sure the villages that haven't been attacked yet would learn of this and could join forces, if they would even agree to it. I think the Akatsuki would get to atleast 2 villages before that happened. At this time there wouldn't be enough Kage level ninjas to counter them. It would be the three remaining Kages, Jiraiya, Danzo, and Killer Bee. Plus Obito could have sent all the Zetsus to one village, which would probably wipe out that village aswell, or atleast severely cripple it.

Akatsuki's greatest weapon was the fact that nobody knew how many there were or even who was a part of it. If they did what you're suggesting, they would met certainly had died with about 2 Bijuu.

I don't think they were that much of a failure. They managed to catch 7 of the 9 Bijuu, at least.
If all of them attacked as a group, they'd be nearly unstoppable.

Well, actually i think you'll find the Akatsuki was frequently hired by Ninja villages over the years.

I am saying they could have done it with out losing most of their members. Splitting up was
the worst thing they could do.

I am saying an elite group of ninjas with the members they had would have realized that they could just sweep across the nations with out much of a problem.

Infinite tsukyomi was Obito's plan...Akatsuki was just gathering tailed beast. Majority didn't even know/care why. They were assigned 1 beast per member.
