If you look at the seal formula for the Edo Tensei, that is a complex array of seals. I don't think Tobirama could of created that seal formula without asking for Mito's, who was his sister-in-law, help in creating the seal formula. What do y'all think

Well....at least we know tobirama created that jutsu...even if he takes a little help, the fact still remains....he is the creator....and whether he is fodder or not we'll soon come to know....don't forget tobirama is the only shinobi who could create water jutsu without requiring a source of water......
