so my question is whether Kakashi can use Tsukuyomi or no?

No, you can't just copy other MS techniques

If Kakashi can copy Tsukuyom then he would have already copied it, but he can't.....Tsukuyomi is high level kekke genkai technique and Kakashi himself said.. that he's Sharingan or any other Sharingan can't copy other kekke genkai techniques.

The word "Genjutsu" is one of the three Main Jutsu;
Including Ninjutsu and Taijutsu.
"kekke genkai technique" is known as Clans' Bloodline.
Note that Kurenai could use genjutsu being non-Uchiha.
Kakashi having sharingan copy mostly ninjutsu and taijutsu.
Need to Understand that Sharingan Tsukuyom is for "Pure" (Unique) Uchiha bloodline.
Kakashi SM is to COPY the mostly = hand and body movement.
So please refrain from being misleading on such issue....

btw, Kakashi did use genjutsu on Sakura during the first lesson...
