I think he couldn't probably either because it's only recently that he knew how to do and before performing it, Sasuke attacked him, or because he needed to enter Nakano's shrine to start the ritual and to enter there he needed Sasuke's help to release the stone with a jutsu. Maybe we'll get an explanation concerning it in following chapters because i still don't understand why they went into the trouble to go inside the Nakano shrine to do all that

We should wait for the part on the Shrine to be confirmed. As for the tech he had it for a moment sine Suigetsu found the scroll in his secret lab
He needed Sasuke's body to access Sharingan then Rennigan (Hashi's DNA), enter the shrine and read the Uchiha's stone. But in order to get his arms he would have had to sacrifice it. Back then before Sasuke attack him they were getting ready for the White Snake Ritual.
I think Kishi wanted to have the Kages back and didn't realize he was somehow contradicting himself unless he wanted to make Oro look dumb. And if so he succeed
