Neither of them have an awnser for Daikodan. Kisame's own Suiton trumps Mei's, while Kisame can cause Tsunade to burn through chakra healing from Samehada's attacks that arguable drain all her chakra in 2 slashes, which is also an amazing counter to Katsuya

Suiton: Senshokukō is almost completely un-counterable to either of them and can attack both of them at the same time.

We haven't seen enough of Mei's feats to determine but considering she's a Kage, I'm sure she has a counter. Tsunade can probably summon Katsuyu in the water which would get them above the level. Mei knows Water Release so she can swim as well :y

Whichever escapes the water first gives Kisame some trouble (like say, summons a giant slug with spits huge quantities of acid at him, or melts the water with lava/corrosive gas). I'm not saying the means Kisame loses, but the dome is hardly uncounterable.

Kisame goes after one of them himself and kills her with the help of Samehada, while he summons a Hundred Sharks [1] which take care of the other one, at least until he get's to her.

I doubt Wind Release: Rasengan can get rid of Kirin so Mei's technique isn't fodder if it canceled out a technique that strong.

Madara's Katon: Gōka Mekkyaku overwelmed about a dozen fodders Suiton. I can't rememeber what Katon Mei beat, but Im sure she can't counter Madara's Mekkyaku

Killer B couldn't use his full transformation in that fight and even without it Kisame struggled, so I wouldn't call it a rape.

Tailed beasts are chakra-based entities. One Suiton Daikodan would of solo'd a fully transformed Bee.

Really, the only reason Kisame struggled was due to Samehada betraying him. He was in control the whole time, and would even have won after Samehada left if A wouldn't have arrived.

And he was most certainly able to do it, it simply wouldn't have been wise as it would have been countered by the GSB. I'm not sure why Bee didn't try it, as he didn't know of that technique, but if he would have, it would only have ended up in Kisame returning him to his base form.
