We never saw Shisui fight. Hard, if not impossible, to say. Still, his signature genjutsu which I can't spell for **** is a perfect genjutsu which cannot be dispelled. If he uses it to order Kakashi to kill himself, he wins.

Not alot to go on with Shi Sui... but seems like you'd have to take him. Kamui is pretty fast too though, and one shot ends Shi Sui... so tough to say.

We don't know anything about Shisui other than he had KA and Body flicker jutsu. So we don't know how strong he really was.

Both are Sharingan users with troll jutsus (KA and Kamui).

I'm going with Shisui since he can do body flicker and avoid the kamui. Kakashi is fast but has never been stated to do body flicker.
