Why didn't Kabuto summon the Hokages? It doesn't make any sense. Don't say that only Oro knew the seals for those four because Kabuto took in his cells so it stands to reason that he would gain Oro's information. Kabuto just made a stupid choice not summoning them. He could've instilled fear into the shinobi alliance and the hidden leaf. Am I the only one that thought that Kabuto didn't truly know what he was doing with edo tensei?

He couldn't summon them, because they were sealed within the Death God.
Also, I don't believe he had the knowledge/scroll that described how to free their souls from RDS, so he had no point trying to revive them.

I'm sure Orochimaru kept a few secrets from Kabuto, and that scroll along with the secret lab was one of them. When Kabuto absorbed Orochimaru's remains, I'd expect Orochi still had some willpower/conscience to prevent Kabuto from gaining all of his knowledge.

Um they were in the death god seal... I don't think Kabuto knew the seals or process to release them from the seal.....

Because they were sealed. And as far as he was concerned, that was that [1]. Being Orochimaru's subordinate doesn't necessarily mean that he knew everything Oro did, especially something as grand as that.

You would think he would have done that in the first place to get his arms back, but i think there are a few things to be told in the manga. Like what TheOfficialSabuto said, there are a few secrets he kept from kabuto. We learned later that kabuto wanted to surpass oro so he can be the perfect being. Orochimaru only kept kabuto because he couldnt use his arms. Now that sasuke wanted answered, that gave orochimaru an opportunity to get his arms back.

Everyone has already said it, but the souls weren't in the pure realm, so he couldn't summon them. Also, integrating someone's DNA into yourself DOES NOT give you all of their information. If it did, then every person who has Hashi's DNA would have ALL of his information about Konoha. The answer is very simple :/

gaining genetic material doesn't mean one gains memories. All Kabuto got from Orochimaru's DNA is simply the physical genetic traits/chakra Orochimaru had.

For instance. I obviously get my DNA from my parents. 50/50 from each parent. Do I gain their memories and information throughout life?! I did not. If I do not gain memories and information from my biological parents, Kabuto has no chance of gaining them from Orochimaru.

The Hokages were all sealed, and Kabuto was unaware of the Reverse Reaper Seal; therefore, he did not aquire them. Also, it required self sacrifice, and Kabuto working on his own had no one to collaborate with in order to achieve this feat. If the Uchiha Shrine was neccisary, he may not have had the knowledge to open it, or he may not have had a sharingan needed to open it.

They were sealed in the death god and Kabuto probably wasn't aware of the scroll. Either he wasn't aware of it, or he didn't have anyone to help him get the souls out of the death god and didn't want to risk trying to do it. You know Kabuto woulda hopped on the chance of summoning the 1st hokage if he could.

I don't think Kabuto knew about the Uzumaki Clan Mask Temple and the way to reverse the RDS. Otherwise, he would be unstoppable with both Edo Madara and Edo Hashirama.
