Yes, Tobirama may have created Edo Tensei, but did he really master it? Look at Minato. He created the Rasengan, but died before mastering it. It wasn't until Shippuden, 16 years after Minato's death, that Naruto was able to enhance it by adding Wind nature chakra, creating the Wind Shuriken. And another few months to incorporate the way Naruto creates the Rasengan into the way a Tailed Beast Bomb is made.

So Tobirama could have created it, but used it once, found out just how horrible the effect was, and deemed it a forbidden jutsu right after that.
