I don't know why he used the San suffix to address Orochimaru either. I doubt its to be condescending, Minato doesn't seem like the type. Perhaps it was just since Jiraiya never really hated Orochimaru and Minato respected his senseis friend.

I think this is the most plausible^. Lord Orochimaru-sama was a valued member of the Leaf during the Third Shinobi World War and was one of the Sannin, Minato better respect his gansta cause Oro could send him away on a whim.
