It's pretty obvious that Dofla has Haki - Color of observation(COO), but how was he that surprised on this pic. Aokiji instantly appeared behind him without him noticing(he could have killed him anytime)?

I believe that Observation Haki requires a mental effort from some people and Joker just wasn't doing it at that time.

meh you guys overthinking it. most probably he just didn't pay attention. he was extremely angry and busy beating up Smoker. also it's possible observation haki is not a passive ability, but an active one like armament...
