When you cast a Genjutsu, can you move freely? Do you get free hits on the person you cast the Genjutsu on? Or are you both immobilized in the real world, and can only move in the Genjutsu you cast?
As for the person you cast the Genjutsu on, can they move freely? Are they only moving in the Genjutsu world? IF they can move, are they moving in BOTH worlds? Same for the person that cast the Genjutsu. If they can move, are they moving in both worlds?

Look at Itachi,He put Bee under genjutsu while being in air so he was moving
