- 5. Jiraya- Infiltrated mist vilage and had spied on akatsuki.
- 4. Itachi- Assanated his clan through the dead of night.
- 3. Tobi- Same reason plus the previous Konoha infiltration on naruto's birth
- 2. Zetsu- Akatsukis intelegence and has spied countless times without detection
- 1. Muu- For his moniker as a Non person

When it comes to real stealth, Itachi. The others can only be considered to be stealthy because of some jutsu of some kind.

Muu can be seen, Tobi can send himself to the other dimension and still move somehow (this might be wrong but I remember such a thing from the Sasuke vs. Itachi arc)

Sai definitely deserves a mention right about here, he's one of the only people in the show who could qualify for an actual ninja.
